The professionals at Holm, Blough and Company (HBC) have been providing quality civil engineering and land surveying services in Wyoming and surrounding areas for more than four (4) decades.  During this time, HBC has grown to become one of the largest and most respected professional services companies in the region.

Our company was established in 1973 by Norman L. Smith, a licensed Land Surveyor.  Prior to 1973, Norman Smith, Paul Blough, and Roy Holm all worked together at the Cody, Wyoming based firm of Graham and Associates Consulting Engineers (now Graham Dietz and Associates).  Paul Blough joined Smith as a survey crew chief and has been a part of the company since inception.  Roy Holm left Graham and Associates in 1979 and joined Norman Smith and Paul Blough.  Roy, a licensed professional engineer and land surveyor brought civil engineering capabilities and expertise to the firm.  Roy and Paul purchased the entire business from Smith in 1982, renaming it “Holm, Blough and Company”.  Roy and Paul are the current owners and managers of HBC and remain active in project work on behalf of the company.

staff have worked together in Park County for more than 30 years.  During this time, the company has completed literally thousands of land surveys for a variety of interests throughout Wyoming and surrounding states.  In doing so, HBC has formed lasting relationships with many clients based on our commitment to providing quality professional services.  Our loyal clients include federal government, local government, oil/natural gas companies, agricultural interests, private developers, private companies, and individuals. 

The strong land surveying foundation of the company has spawned a diversity of related civil engineering expertise within the company over the past several decades.  Early in the genesis of the company, the engineering services were heavily focused on infrastructure design including public/private roads, municipal airports, and utilities.  The company’s engineering capabilities have evolved over the years and now include a wide range of civil and environmental disciplines including water resources, wastewater, site planning, solid waste management, retaining wall design, flood studies, hydrology, and geotechnical engineering.
